During the ceremony, United Nations Office on Drugs and Crime (UNODC) Executive Director H.E. Ms. Ghada Waly inked the Regional Framework for the Arab States (2023-2028) with LAS Secretary General Ahmed Aboul Gheit.

The framework, which was created in continuation of the cooperation between LAS and UNODC, outlines how the UNODC will "strengthen, prioritize, customize, and deliver support to the Arab region in effective response to some of the most pressing challenges faced by these countries and in connection with UNODC's mandates and specialties," according to the UN.

The framework will be implemented in six key areas, including drug control, response to organized crime, human trafficking, action against corruption and crime, terrorism and violence, and criminal justice.

In his speech during the ceremony, Gheit expressed his gratitude that they were able to achieve two major achievements that day with the signing of both the framework and the Arab Plan for Prevention and Reduction of Drug Dangers to Arab Society.

The signing of the Arab Plan signifies a major achievement for the Arab region, as it represents a regional framework for fighting drugs in the Arab States toward social and sustainable development.

It aims to create proactive national strategies and action plans that will help combat the proliferation of drugs in the Arab region.
