The Ministry of Climate Change and Environment, along with the Federal Authority for Identity, Citizenship, Customs, and Ports Security (ICP), on Tuesday announced the launch of the first phase of the Blue Visa system in the UAE.

In the first phase, 20 experts and innovators in sustainability will be awarded the Blue Visa. The announcement was made during the World Governments Summit 2025, taking place in Dubai from Feb. 11 to 13, WAM reported.

The Blue Visa is a 10-year residency visa for individuals who have made noteworthy contributions to environmental protection and sustainability in the UAE and globally. It is awarded to supporters of environmental efforts, including members of international organizations, companies, associations, NGOs, global award winners, activists, and researchers in the field.

Those interested can apply directly to the Federal Authority for Identity, Citizenship, Customs, and Port Security or be nominated by relevant UAE authorities. The Blue Visa initiative aligns with the UAE's ongoing sustainability efforts.

In its first phase, the electronic system by ICP allows government agencies in the sustainability sector to submit applications for approval through the Authority's website. The Blue Visa follows the Golden and Green Residency programs launched earlier.

Amna Bint Abdullah Al Dahak, Minister of Climate Change and Environment, highlighted the UAE's commitment to becoming a global leader in sustainability through innovative projects. She said that the Blue Visa initiative aligns with the leadership's vision to attract top experts and achievers in climate change and sustainability, both locally and internationally.

The goal is to utilize their expertise to support national objectives and create a sustainable future for the UAE and the world. ICP Director-General Major General Suhail Saeed Al Khaili said that the Authority will offer 24/7 access to the Blue Visa service through its website and mobile app for eligible applicants, based on approved criteria.

Dubai has been ranked the top city in the Middle East and Africa in the "Global City Index 2024" report issued by Brand Finance last year. The city also excelled in "Local and International Connectivity" and "Ease to Get a Visa."

The emirate also saw a major improvement in appeal for both local and remote work opportunities, rising from 24th to 4th place. Dubai is recognized as the second most significant city globally, surpassing London.
