Dubai Loop: RTA Signs MoU With Boring Company For 17KM Tunnel Project

Dubai's Roads and Transport Authority (RTA) signed an agreement with U.S.-based The Boring Company to study the Dubai Loop tunnel project's implementation.
Dubai Loop, a planned 17-kilometer tunnel with 11 stations, is designed to carry over 20,000 passengers per hour as part of a long-term plan to develop a citywide loop transportation network, WAM reported.
Mattar Al Tayer, Director General, Chairman of the Board of Executive Directors of RTA, and John Hering, Lead Investor and Senior Advisor to The Boring Company, signed the MoU. The signing was witnessed by Dubai Crown Prince Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum.
The agreement, signed during the 2025 World Governments Summit (WGS), aims to enhance collaboration between both parties in tunnel excavation and construction.
Al Tayer explained that the agreement supports Dubai's goal of partnering with top global companies to enhance advanced and sustainable transportation solutions.
It focuses on using modern technologies, promoting innovation in transport, and developing a strong ecosystem for future mobility advancements. The partnership will also enable knowledge sharing to create transport systems that meet the city's evolving needs.
He said that the technology behind the project allows for faster construction, lower costs compared to traditional tunneling methods, and minimal disruption to existing infrastructure and road networks.
The agreement includes studies and information exchange on the specifications and standards required by the RTA for innovative transport systems. It also involves analyzing current and future trends in mobility, gathering data on system developments, and pilot routes, and ensuring compliance with safety standards.
Hering highlighted the benefits of the loop system, explaining that The Boring Company aims to revolutionize transportation by building safe, fast, and cost-effective tunnels for passengers, utilities, and freight.
He also noted that the system incorporates advanced and sustainable technologies, offering rapid connectivity that improves mobility and reduces travel time. Hering explained that The Boring Company follows a fully integrated approach to improve efficiency and lower costs.
The company designs and manufactures its own Tunnel Boring Machines (TBMs), engineers tunnel structures and stations, operates excavation machinery, and manages the underground loop transportation system.
Last year, RTA unveiled a new 1,000-meter, two-lane bridge designed to enhance traffic flow between Hessa Street and Al Khail Road.
